Govt and Emaar ready to start work on NTB tourist site

Having finally overcome obstacles with land titles and ownership in joint ventures, Dubai-based real estate giant Emaar Properties and the state-owned Bali Tourism Development Corporation are finally ready to begin work on an integrated international tourism resort in Lombok, West Nusa Tenggara.
“We are now in the preparation of building *this tourist resort*. The groundbreaking ceremony will be held by October,” Alwi Shihab, the government’s special envoy to the Middle East, said Thursday at the State Ministry of State Enterprises.
Emaar signed a joint venture agreement with the Bali Tourism Development Corporation in March 2008, under which the company committed to investing US$600 million to build a tourist resort.
Besides tourist facilities, Emaar also builds luxury hotels like the Ritz Carlton and Giorgio Armani.
The project recently hit a snag after Emaar claimed the Indonesian government had failed to follow through with some of its promises, particularly to clear a 1,200 hectare square area of land required for construction.
Around 1,000 hectares has been set aside by the government for the project but still requires certification from the National Land Agency (BPN), while the remainder still belongs to local people.
A disagreement surrounding the company’s investment contributions and ownership in the joint venture have also overshadowed the project.
However, while refusing to elaborate on the alleged disputes, Alwi said the government and Emaar had resolved all the problems.
“We do not need to talk about the past, as the worse parts of this project have been resolved,” he said.
“The President has said that Emaar will be involved in the Visit Lombok Sumbawa 2012 program. That means the company will also play an key role toward the success of that project,” Alwi said.
Tourism is among one of the country’s top earning foreign-exchange sectors.
An actual investment from the cash-rich United Arab Emirates bodes well for the government’s efforts to lure more companies from countries outside Japan, South Korea, Singapore, the US, the EU and all other traditional investors.
West Nusa Tenggara province, located just east of Bali, has become the central focus of the ministry’s tourism programs, with a specific program aiming to draw one million tourists to the province by 2012.
The province is rich with marine life and will be developed as the center for the pearl trade and ecotourism. Famous Lombok tourist sites include Senggigi Beach, the three Gili islands, Mt. Rinjani and Lake Segara Anak.
Tourist spots in the more secluded Sumbawa Island include Mt. Tambora, Moyo Island, Jelenga Beach and Maluk Beach.
Last year, up to 6.25 million foreign tourists visited Indonesia, an approximately 13 percent increase on the prior year. (naf)

Emaar and Indonesian Government extend JV to develop The Lombok Project by six months.
The Indonesian Government has extended the joint venture between Emaar Indonesia and PT Pengembangan Pariwisata Bali (Persero), a government entity, to develop The Lombok Project by six months. This followed a meeting between the representatives of the Indonesian Government and Emaar International in Dubai.
As per the agreement, the joint venture partnership has been extended till December 31, 2009, to complete all modalities associated with developing a mixed-use project set on the Kuta and Tanjung beaches on the island of Lombok. Dr Alwi Shihab, President’s special Envoy to the Middle East, representing the Indonesian Government, said:
‘The Lombok Project has the strong potential for the development of the social and economic welfare of Lombok to complement other existing tourist infrastructures available in the region. To undertake such a complex project, taking into account all environmental and development considerations, it is important to evaluate all aspects thoroughly. We have therefore extended the joint venture by six months.’
He added: ‘Emaar has the proven competencies to undertake complex development projects and we look forward to completing all formalities very soon to expedite the development process.’
Mr Sergio Casari, Chief Executive Officer, Emaar International: ‘We are thankful to the Indonesian Government for their trust in Emaar in undertaking The Lombok Project. Indonesia is one of the key markets for Emaar, and our expansion to the country is in line with the company’s growth strategy of geographic expansion and business segmentation.’ Â He added:
‘The Lombok Project will create a new dynamics to the property sector of the region, and the resort-style project will catalyse inward investments to Indonesia. Emaar has completed the master-plan for the project already, and we look forward to completing all necessary formalities and obtaining governmental approvals for commencing development.’<
At the meeting held in Dubai, several aspects of the joint venture were finalised, thus adding to the development momentum of The Lombok Project.
The Lombok Project is envisaged as an environmentally friendly, integrated residential, leisure and hospitality zone. The project will have extensive natural waterfront that supports a marina, luxury residences and resorts by the world’s very best luxurious hospitality operators; the homes will have tropical designs and low-rise architecture. The development will drive tourism to the region by offering a spread of activities such as diving, snorkeling, hiking and surfing sports.

Emaar’s Lombok project will have a 7 km natural waterfront, which will support a marina, apart from luxury residences and resorts by five-star hospitality chains. The homes will employ tropical designs and low-rise architecture in tune with the surroundings.

Emaar Lombok project to be cleared by Indonesian Government by April 13th

The Indonesian government has given itself time until mid-April to clear all bureaucratic obstacles to Dubai-based Emaar Properties LLC´s plan to invest Rp21 trillion (US$1.8 billion) in a vast tourism project in West Nusatenggara (NTB)´s Lombok Island, a provincial administration spokesman said.
Steps to speed up the settlement of a number of administrative matters in preparation of the United Arab Emirates company´s investment project were discussed at a meeting at the vice-presidential secretariat in Jakarta on March 20, said Andy Hadiyanto, the NTB provincial administration´s chief public relations officer, here Tuesday.
The meeting, led by two senior officials at the vice presidential secretariat, Muhammad Abduh and Sunaryo Sumeji, was held following Emaar Properties´ decision to extend the lead time for its investment project in Lombok island by three months as of March 19, 2009.
Present at the meeting were also NTB Vice Governor Badrul Munir, the secretary of the Central Lombok District Administration, Lalu Zubudi, and a number of relevant central and regional government officials.
“To speed up the process of accomplishing various yet-to-be settled matters, the meeting agreed to set April 13, 2009 as the deadline,” Hadiyanto said.
Among the processes that needed to be speeded up were the issuance of a decree giving PT Bali Tourism Development Coorporation (BTDC) the right to use the land (HPL) (on which
Emaar´s investment project would be located). The responsibility for issuing the decree rested with the central and provincial National Land Agency (BPN).
“Before the issuance of the land use decree by BPN, the finance ministry has to issue a relevant regulation on the value of the land by April 2 at the latest,” he said.
Another process requiring acceleration was the holding of a PT BTDC general shareholders´ meeting to form a subsidiary on April 6 and the establishment of PT Emaar Lombok as a subsidiary or joint venture corporation of PT BTDC and Emaar Properties LLC on April 10.
The head of the Capital Investment Coordination Agency (BKPM) was expected to have issued the needed investment permit by April 12 as PT Emaar Lombok was scheduled to be capitalized
on April 13.
The Law and Human Rights Minister was to issue a document legalizing PT Emaar Lombok´s formation on April 14, Hadiyanto said.
Emaar Properties had planned to invest a total of Rp21 trillion over a period of 15 years divided into three periods during each of which it would sink Rp7 trillion in the project.
The project would be an integrated tourism resort in Central Lombok comprising two luxury hotels to be named Georgio Armani and Ritz, a condominium and a golf course on 450 hectares of an
overall land area of 1,250 hectares designated for the resort.
The exact location of the resort is at Pantai Kuta and Tanjung Aan in the southern part of Lombok Island, about 30 km south of Mataram.

Jakarta Globe report, is being adamantly denied by high-ranking Indonesian officials who insist the deal is far from dead and that a three-month deadline extension has been negotiated by the government with the Dubai-based
Emaar International Group.
The Jakarta Globe quoted an Emaar spokesman in Dubai as saying, “the government of Indonesia and Emaar have extended a delayed joint venture agreement to get the project underway for another three months.” The same spokesman, who requested not to be named, also said, “Emaar has met its contractual obligations and the Indonesia Investment Coordinating Board [BKPM] has now asked Emaar for an extension of time to meet their obligations under the joint venture agreement.”
Signaling that all is not well with the transformational tourism project for Lombok, Emaar has closed its Jakarta office and will reportedly conduct its business from Dubai during the 3 month reprieve period.
Forming additional background to the unfolding drama, Emaar is reported to be in serious financial difficulties, recording a fourth-quarter 2008 loss of US$481.0 million precipitating a sharp fall in its publicly traded share price. The Jakarta Globe reports that the Dubai company has suddenly cancelled its annual general meeting without explanation.
In a correction published in The Jakarta Globe, that newspapers has now retracted its earlier reports, attributed to an Emaar employee, which blamed corruption by local officials as one of the contributing causes to the termination of the Lombok project. In light of their latest reports, the paper now insists that neither Emaar Indonesia or its Dubai principals have made any announcement to quit the Lombok project.
